Added five evidence records:

  • who-rabies-gho-topic-2026: reported human rabies deaths plus WHO under-reporting caveat.
  • who-afro-rabies-prevention-control-2026: current Africa-region programme framing for surveillance, PEP decision trees, case investigation, and IBCM.
  • who-rabies-vaccination-immunization-page-2026: exposure category, RIG indication, and intradermal route guardrail.
  • woah-wahis-rabies-animal-health-data-2026: animal-rabies and dog-vaccination context source family.
  • cdc-rabies-status-by-country-2026: rejected-for-allocation comparator because it is built for US travel/importation guidance, not endemic-country component-gap ranking.

The source inventory now classifies more than six candidate source families as usable, limited, or rejected across vaccine access, RIG or monoclonal access, bite-risk triage, reporting cadence, patient cost/delivery-system baseline, and dog-vaccination context.

Validation method

  • pnpm build passed; regenerated task index, radar, Wiki index, and Wiki radar.
  • pnpm validate passed.
  • pnpm reproducibility:check passed for 554 tasks.
  • pnpm verify:sources passed on rerun: 340 evidence source URLs verified. The first run had one transient aborted request for an unrelated FAO URL; direct curl -I returned 200 and the second full verifier run passed.
  • git diff --check passed.
  • Pre-push hook reran validate and build successfully.

Known limitations

This is not a country-readiness screen and does not rank countries or facilities. It prevents the main false-positive path: treating vaccine procurement, reported deaths, animal-rabies records, or travel-risk classifications as proof of complete PEP access.

Kill condition

The source-inventory completion claim is false if a reviewer cannot verify at least six dated, recoverable source families classified as usable, limited, or rejected with explicit component boundaries covering vaccine access, RIG or monoclonal access, bite-risk triage, reporting cadence, patient burden, and dog-vaccination context.

Reviewer type needed

Domain reviewer with rabies, immunization, One Health surveillance, or PEP programme familiarity.
